評(ping)價工作的通知》答記者問
日(ri)前,人力資源社會保障部制定出臺《關(guan)于支(zhi)持(chi)企業大力開展技能人才評價工作的通知》(以下簡稱《通知》)。記者就有關(guan)問題(ti)采訪了(le)人社部有關(guan)負責同(tong)志。
問(wen):《通知》出臺(tai)的背景和意義是什么?
答:2019年9月,習近(jin)平(ping)總書記對技(ji)(ji)(ji)能(neng)(neng)人(ren)才(cai)工作作出(chu)重要指示,強調(diao)要健全技(ji)(ji)(ji)能(neng)(neng)人(ren)才(cai)培養、使用(yong)、評價、激(ji)勵制度(du)。技(ji)(ji)(ji)能(neng)(neng)人(ren)才(cai)評價是技(ji)(ji)(ji)能(neng)(neng)人(ren)才(cai)工作的(de)重要組成(cheng)部分,我國先后通過推行(xing)工人(ren)技(ji)(ji)(ji)術等(deng)級(ji)考核、職業資格等(deng)制度(du)對勞動者(zhe)實施職業技(ji)(ji)(ji)能(neng)(neng)考核評價。
2019年(nian)12月(yue),國(guo)務(wu)院常務(wu)會議決定,分步取消(xiao)水(shui)平(ping)評價類技能人(ren)員職(zhi)(zhi)業(ye)(ye)(ye)資格,推(tui)行社會化職(zhi)(zhi)業(ye)(ye)(ye)技能等級認定。按照黨中(zhong)央、國(guo)務(wu)院“放管服”改革要求,加快政府職(zhi)(zhi)能轉變,充分發揮市場(chang)(chang)在資源配(pei)置中(zhong)的決定性作(zuo)(zuo)用,激發市場(chang)(chang)主體活力(li),人(ren)力(li)資源社會保(bao)障(zhang)部于今年(nian)7月(yue)明確提(ti)出(chu)水(shui)平(ping)評價類技能人(ren)員職(zhi)(zhi)業(ye)(ye)(ye)資格退出(chu)國(guo)家職(zhi)(zhi)業(ye)(ye)(ye)資格目錄(lu)時(shi)間表,并就(jiu)退出(chu)目錄(lu)后續有關工作(zuo)(zuo)作(zuo)(zuo)出(chu)安排。
針對水平評(ping)(ping)價(jia)類技(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)(ren)員職業(ye)(ye)(ye)資格退出國家職業(ye)(ye)(ye)資格目錄(lu)后技(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)(cai)評(ping)(ping)價(jia)載體缺(que)(que)失等(deng)問題(ti),我部于2018年(nian)底啟動企(qi)業(ye)(ye)(ye)職業(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)等(deng)級(ji)(ji)認(ren)(ren)定(ding)工作試點,2019年(nian)繼續擴大試點范圍,并逐步在全(quan)國推(tui)開。試點工作取(qu)得明顯成效,得到了用人(ren)(ren)(ren)(ren)企(qi)業(ye)(ye)(ye)和廣大技(ji)(ji)能(neng)(neng)勞動者的普遍認(ren)(ren)同(tong)。因(yin)此,加快推(tui)動建立以市場為導向、以企(qi)業(ye)(ye)(ye)等(deng)用人(ren)(ren)(ren)(ren)單位為主體、以職業(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)等(deng)級(ji)(ji)認(ren)(ren)定(ding)為主要方式的技(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)(cai)評(ping)(ping)價(jia)制度,解決職業(ye)(ye)(ye)資格制度改革(ge)后技(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)(ren)才(cai)(cai)評(ping)(ping)價(jia)載體缺(que)(que)失、評(ping)(ping)價(jia)工作急需跟進等(deng)問題(ti),已(yi)具(ju)有較好的實(shi)踐(jian)基礎。
開(kai)展企(qi)業技(ji)(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)評(ping)(ping)價,其主(zhu)要(yao)意(yi)義包括:一是有(you)利于技(ji)(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)培養。評(ping)(ping)價對(dui)加(jia)強(qiang)技(ji)(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)隊(dui)伍建(jian)設具有(you)導(dao)向作用,通(tong)過(guo)評(ping)(ping)價,可(ke)(ke)以(yi)引導(dao)加(jia)強(qiang)企(qi)業職工職業技(ji)(ji)(ji)能(neng)(neng)培訓,發(fa)展技(ji)(ji)(ji)工教育,促進(jin)高質量就業,推動(dong)(dong)(dong)產(chan)業轉型(xing)升(sheng)級(ji)。二(er)是有(you)利于建(jian)立技(ji)(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)成(cheng)(cheng)(cheng)長體(ti)系(xi)。通(tong)過(guo)評(ping)(ping)價,暢通(tong)技(ji)(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)成(cheng)(cheng)(cheng)長通(tong)道(dao),加(jia)強(qiang)人(ren)(ren)(ren)才(cai)(cai)(cai)激勵,提高人(ren)(ren)(ren)才(cai)(cai)(cai)待(dai)遇和地位,形(xing)成(cheng)(cheng)(cheng)人(ren)(ren)(ren)人(ren)(ren)(ren)渴望成(cheng)(cheng)(cheng)才(cai)(cai)(cai)、人(ren)(ren)(ren)人(ren)(ren)(ren)努(nu)力成(cheng)(cheng)(cheng)才(cai)(cai)(cai)、人(ren)(ren)(ren)人(ren)(ren)(ren)皆可(ke)(ke)成(cheng)(cheng)(cheng)才(cai)(cai)(cai)、人(ren)(ren)(ren)人(ren)(ren)(ren)盡展其才(cai)(cai)(cai)的良好局面。三(san)是有(you)利于推動(dong)(dong)(dong)技(ji)(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)評(ping)(ping)價改(gai)革。人(ren)(ren)(ren)才(cai)(cai)(cai)評(ping)(ping)價改(gai)革的重點(dian)是,促進(jin)評(ping)(ping)價與使用結(jie)合(he),推動(dong)(dong)(dong)企(qi)校合(he)作、產(chan)教融合(he)。同時,受新(xin)冠肺(fei)炎疫情等影(ying)響,大規(gui)模的公共活動(dong)(dong)(dong)受到(dao)一定程度的限制,鼓勵企(qi)業自主(zhu)開(kai)展技(ji)(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)評(ping)(ping)價活動(dong)(dong)(dong),改(gai)變技(ji)(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)的評(ping)(ping)價模式,也勢在必行。
問:《通知》有哪些(xie)政策突破(po)或政策亮點?
答:《通(tong)知》最(zui)大的(de)亮(liang)點就是“自(zi)主”。《通(tong)知》比(bi)較(jiao)系統地(di)明確(que)了企(qi)業(ye)(ye)在開(kai)展技能人才(cai)評(ping)價(jia)工(gong)作中的(de)自(zi)主權,包(bao)括(kuo)自(zi)主確(que)定(ding)評(ping)價(jia)范圍、自(zi)主設置職業(ye)(ye)技能等級、依托企(qi)業(ye)(ye)開(kai)發(fa)評(ping)價(jia)標準規范、自(zi)主運用評(ping)價(jia)方(fang)法、開(kai)展職業(ye)(ye)技能競(jing)賽評(ping)價(jia)、貫(guan)通(tong)企(qi)業(ye)(ye)技能人才(cai)職業(ye)(ye)發(fa)展等。
一是(shi)企業(ye)自主確定評價職業(ye)(工(gong)種)范圍。企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)可(ke)結合生產經(jing)營主(zhu)業(ye)(ye)(ye)(ye)(ye)(ye),依(yi)據國家職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)分(fen)(fen)(fen)類大典和新發(fa)布的(de)(de)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(工(gong)(gong)種),自主(zhu)確定評(ping)(ping)價職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(工(gong)(gong)種)范圍。對職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)分(fen)(fen)(fen)類大典未(wei)列入但企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)生產經(jing)營中實(shi)際(ji)存在(zai)的(de)(de)技能崗(gang)位,可(ke)按照相(xiang)鄰相(xiang)近(jin)原則對應到職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)分(fen)(fen)(fen)類大典內(nei)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(工(gong)(gong)種)實(shi)施(shi)評(ping)(ping)價。支持企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)參與(yu)新職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)開(kai)發(fa)工(gong)(gong)作(zuo),推動較為(wei)成熟的(de)(de)技能崗(gang)位納入國家職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)分(fen)(fen)(fen)類體(ti)系(xi)。如(ru)石化(hua)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)將(jiang)未(wei)列入職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)分(fen)(fen)(fen)類大典的(de)(de)“鉆井(jing)(jing)地質(zhi)工(gong)(gong)”,按大典中的(de)(de)“鉆井(jing)(jing)工(gong)(gong)”職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye),結合實(shi)際(ji)崗(gang)位要(yao)求,對職(zhi)(zhi)(zhi)工(gong)(gong)開(kai)展技能評(ping)(ping)價。有些企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)參與(yu)了新職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)征集(ji)工(gong)(gong)作(zuo),將(jiang)“裝配式建筑施(shi)工(gong)(gong)員”申報(bao)確認(ren)為(wei)新職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye),為(wei)新技能崗(gang)位職(zhi)(zhi)(zhi)工(gong)(gong)提供了評(ping)(ping)價基礎。
二是自(zi)主設置職業技能等級。企業(ye)(ye)可(ke)以(yi)國(guo)家職業(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)(neng)(neng)標(biao)(biao)準(zhun)(zhun)設(she)(she)置(zhi)(zhi)的(de)(de)五級(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)(初級(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)工(gong)(gong))、四級(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)(中(zhong)級(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)工(gong)(gong))、三級(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)(高(gao)(gao)級(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)工(gong)(gong))、二(er)(er)級(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)(技(ji)(ji)(ji)師(shi)(shi)(shi))和一級(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)(高(gao)(gao)級(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)師(shi)(shi)(shi))為(wei)基礎,自(zi)主設(she)(she)置(zhi)(zhi)職業(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)(neng)(neng)崗位(wei)(wei)(wei)等(deng)(deng)級(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji),形成具(ju)有自(zi)身(shen)特(te)(te)色的(de)(de)評價等(deng)(deng)級(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)結(jie)構,建立技(ji)(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)才(cai)成長通道。企業(ye)(ye)可(ke)設(she)(she)置(zhi)(zhi)學(xue)徒工(gong)(gong)、特(te)(te)級(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)師(shi)(shi)(shi)、首(shou)(shou)席技(ji)(ji)(ji)師(shi)(shi)(shi)等(deng)(deng)崗位(wei)(wei)(wei)等(deng)(deng)級(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji),并明確其(qi)與國(guo)家職業(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)(neng)(neng)標(biao)(biao)準(zhun)(zhun)相應技(ji)(ji)(ji)能(neng)(neng)(neng)(neng)等(deng)(deng)級(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)之(zhi)間的(de)(de)對(dui)應關系。比(bi)如,有的(de)(de)企業(ye)(ye)在(zai)高(gao)(gao)級(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)師(shi)(shi)(shi)之(zhi)上設(she)(she)置(zhi)(zhi)了特(te)(te)級(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)師(shi)(shi)(shi)、首(shou)(shou)席技(ji)(ji)(ji)師(shi)(shi)(shi)等(deng)(deng)崗位(wei)(wei)(wei),與國(guo)家職業(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)(neng)(neng)標(biao)(biao)準(zhun)(zhun)中(zhong)的(de)(de)高(gao)(gao)級(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)師(shi)(shi)(shi)相對(dui)應,享受(shou)政府(fu)人(ren)才(cai)政策。企業(ye)(ye)還(huan)可(ke)在(zai)技(ji)(ji)(ji)能(neng)(neng)(neng)(neng)等(deng)(deng)級(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)內細分層級(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji),以(yi)“技(ji)(ji)(ji)師(shi)(shi)(shi)”為(wei)例(li),有的(de)(de)企業(ye)(ye)將(jiang)其(qi)分為(wei)一級(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)師(shi)(shi)(shi)、二(er)(er)級(ji)(ji)(ji)(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)師(shi)(shi)(shi)等(deng)(deng)。
三是自(zi)主開發評價標準(zhun)規范。適(shi)應產業(ye)(ye)(ye)發(fa)展(zhan)和技(ji)(ji)術(shu)變革需(xu)求(qiu)(qiu),發(fa)揮企(qi)業(ye)(ye)(ye)技(ji)(ji)術(shu)優勢開發(fa)職(zhi)業(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)標(biao)準(zhun)(zhun)或(huo)評(ping)(ping)價(jia)(jia)(jia)規(gui)范,建(jian)立科學合(he)(he)理、符(fu)合(he)(he)生產實際的(de)評(ping)(ping)價(jia)(jia)(jia)標(biao)準(zhun)(zhun)體系。企(qi)業(ye)(ye)(ye)可根據(ju)相應的(de)國(guo)家(jia)(jia)職(zhi)業(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)標(biao)準(zhun)(zhun),結合(he)(he)企(qi)業(ye)(ye)(ye)工(gong)種(崗位)特殊要求(qiu)(qiu),對(dui)職(zhi)業(ye)(ye)(ye)功能(neng)(neng)(neng)、工(gong)作內容(rong)、技(ji)(ji)能(neng)(neng)(neng)要求(qiu)(qiu)和申報(bao)條件等進(jin)行適(shi)當調整(zheng),原則(ze)上不(bu)低于(yu)國(guo)家(jia)(jia)職(zhi)業(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)標(biao)準(zhun)(zhun)要求(qiu)(qiu)。無相應國(guo)家(jia)(jia)職(zhi)業(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)標(biao)準(zhun)(zhun)的(de),企(qi)業(ye)(ye)(ye)可參(can)照(zhao)(zhao)《國(guo)家(jia)(jia)職(zhi)業(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)標(biao)準(zhun)(zhun)編制(zhi)技(ji)(ji)術(shu)規(gui)程(cheng)》,自主開發(fa)制(zhi)定企(qi)業(ye)(ye)(ye)評(ping)(ping)價(jia)(jia)(jia)規(gui)范。支持較(jiao)為成(cheng)熟和影響較(jiao)大的(de)企(qi)業(ye)(ye)(ye)評(ping)(ping)價(jia)(jia)(jia)規(gui)范,按程(cheng)序(xu)申報(bao)國(guo)家(jia)(jia)職(zhi)業(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)標(biao)準(zhun)(zhun)。如有的(de)平臺(tai)企(qi)業(ye)(ye)(ye)參(can)照(zhao)(zhao)《國(guo)家(jia)(jia)職(zhi)業(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)標(biao)準(zhun)(zhun)編制(zhi)技(ji)(ji)術(shu)規(gui)程(cheng)(2018年版(ban))》開發(fa)了“網約(yue)配送員(yuan)”“互聯網營銷師”等企(qi)業(ye)(ye)(ye)評(ping)(ping)價(jia)(jia)(jia)規(gui)范,據(ju)此對(dui)職(zhi)工(gong)開展(zhan)技(ji)(ji)能(neng)(neng)(neng)評(ping)(ping)價(jia)(jia)(jia)。
四是自主運(yun)用評(ping)價方法。建立(li)以(yi)職業(ye)能(neng)力(li)為導向(xiang)、以(yi)工(gong)(gong)作業(ye)績(ji)為重(zhong)(zhong)(zhong)點(dian)、注重(zhong)(zhong)(zhong)工(gong)(gong)匠精(jing)神和(he)(he)職業(ye)道德養成(cheng)(cheng)的(de)技(ji)(ji)能(neng)人才(cai)評(ping)(ping)(ping)價(jia)(jia)體系(xi)。堅(jian)持把(ba)品德作為評(ping)(ping)(ping)價(jia)(jia)的(de)首要內容,重(zhong)(zhong)(zhong)點(dian)考(kao)察勞(lao)動者執行操作規(gui)程(cheng)、進(jin)行安(an)全生產(chan)、解決(jue)生產(chan)問題和(he)(he)完成(cheng)(cheng)工(gong)(gong)作任務的(de)能(neng)力(li),并(bing)注重(zhong)(zhong)(zhong)考(kao)核崗位工(gong)(gong)作績(ji)效,強(qiang)化(hua)(hua)生產(chan)服務結果、創新成(cheng)(cheng)果和(he)(he)實(shi)際貢獻。要把(ba)技(ji)(ji)能(neng)人才(cai)評(ping)(ping)(ping)價(jia)(jia)工(gong)(gong)作融入日常生產(chan)經營活(huo)(huo)動過(guo)程(cheng)中(zhong),靈(ling)活(huo)(huo)運用過(guo)程(cheng)化(hua)(hua)考(kao)核、模塊化(hua)(hua)考(kao)核和(he)(he)業(ye)績(ji)評(ping)(ping)(ping)審、直接認定(ding)等多種方式。探索利用現代信息技(ji)(ji)術,創新技(ji)(ji)能(neng)評(ping)(ping)(ping)價(jia)(jia)方式。目前,各地在實(shi)施企(qi)業(ye)技(ji)(ji)能(neng)人才(cai)自主評(ping)(ping)(ping)價(jia)(jia)時,除傳(chuan)統的(de)理論知識+技(ji)(ji)能(neng)操作考(kao)核方式外,鼓勵支持企(qi)業(ye)以(yi)業(ye)績(ji)評(ping)(ping)(ping)定(ding)、現場作業(ye)評(ping)(ping)(ping)定(ding)等方式進(jin)行技(ji)(ji)能(neng)水平認定(ding)。
五(wu)是(shi)開展職(zhi)業(ye)技能競賽評(ping)價。發揮以(yi)(yi)賽(sai)促訓、以(yi)(yi)賽(sai)促評(ping)作用,將(jiang)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)競(jing)賽(sai)作為技(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)才評(ping)價的(de)(de)重要方式之一,促進評(ping)價工(gong)作公(gong)開公(gong)平公(gong)正。鼓(gu)勵(li)企(qi)業(ye)(ye)(ye)(ye)(ye)按(an)照國(guo)家(jia)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)標準和行業(ye)(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)(ye)評(ping)價規范要求,大力開展職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)競(jing)賽(sai)、崗位練兵、技(ji)(ji)術比武等活動(dong),并將(jiang)競(jing)賽(sai)結果與職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)等級(ji)認定相(xiang)銜接。支持(chi)企(qi)業(ye)(ye)(ye)(ye)(ye)職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)參(can)加各(ge)級(ji)各(ge)類(lei)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)競(jing)賽(sai),對在職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)競(jing)賽(sai)中取得優異成績的(de)(de)人(ren)員(yuan),可按(an)規定晉升(sheng)(sheng)相(xiang)應(ying)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)等級(ji)。比如,對國(guo)家(jia)級(ji)一類(lei)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)競(jing)賽(sai)各(ge)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(工(gong)種(zhong))決賽(sai)單人(ren)賽(sai)項獲前5名、雙人(ren)賽(sai)項獲前3名、三(san)人(ren)賽(sai)項獲前2名的(de)(de)選手,可直接晉升(sheng)(sheng)技(ji)(ji)師職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)資(zi)格(ge)(ge)或職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)等級(ji),已具有技(ji)(ji)師職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)資(zi)格(ge)(ge)或職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)等級(ji)的(de)(de),可晉升(sheng)(sheng)高級(ji)技(ji)(ji)師職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)資(zi)格(ge)(ge)或職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)等級(ji)。
六是(shi)貫通企業技能人才職業發展。適應(ying)人(ren)(ren)(ren)才融(rong)合發展趨勢,建立職(zhi)(zhi)(zhi)業(ye)技(ji)能(neng)等(deng)級認(ren)定與(yu)(yu)專業(ye)技(ji)術(shu)(shu)職(zhi)(zhi)(zhi)稱(cheng)評(ping)審貫(guan)通機制(zhi),破除(chu)身份、學歷(li)、資(zi)歷(li)等(deng)障礙,搭(da)建企業(ye)人(ren)(ren)(ren)才成長立交橋。落實(shi)在(zai)工(gong)程(cheng)技(ji)術(shu)(shu)領域(yu)實(shi)現(xian)高技(ji)能(neng)人(ren)(ren)(ren)才與(yu)(yu)工(gong)程(cheng)技(ji)術(shu)(shu)人(ren)(ren)(ren)才職(zhi)(zhi)(zhi)業(ye)發展貫(guan)通的意見要求,逐步擴大貫(guan)通領域(yu),能(neng)擴盡擴,能(neng)融(rong)盡融(rong)。目(mu)前,部分地區根(gen)據實(shi)際(ji)情況制(zhi)定工(gong)程(cheng)技(ji)術(shu)(shu)領域(yu)高技(ji)能(neng)人(ren)(ren)(ren)才職(zhi)(zhi)(zhi)業(ye)(工(gong)種)與(yu)(yu)專業(ye)技(ji)術(shu)(shu)人(ren)(ren)(ren)才職(zhi)(zhi)(zhi)稱(cheng)專業(ye)對應(ying)參考目(mu)錄,推動工(gong)程(cheng)技(ji)術(shu)(shu)領域(yu)實(shi)現(xian)高技(ji)能(neng)人(ren)(ren)(ren)才與(yu)(yu)工(gong)程(cheng)技(ji)術(shu)(shu)人(ren)(ren)(ren)才職(zhi)(zhi)(zhi)業(ye)發展貫(guan)通,促進兩類人(ren)(ren)(ren)才深(shen)度融(rong)合。
為(wei)(wei)支(zhi)持(chi)企(qi)(qi)(qi)業(ye)開展自主評(ping)(ping)價(jia)工(gong)作(zuo),《通知(zhi)》還提(ti)(ti)出,加強(qiang)企(qi)(qi)(qi)業(ye)評(ping)(ping)價(jia)基礎能(neng)力建(jian)設(she),發揮(hui)已有職業(ye)技能(neng)鑒(jian)定技術優勢和(he)組(zu)(zu)(zu)織(zhi)優勢,依托設(she)在企(qi)(qi)(qi)業(ye)的職業(ye)技能(neng)鑒(jian)定所站、高技能(neng)人(ren)(ren)才(cai)(cai)培訓(xun)基地和(he)技能(neng)大師(shi)工(gong)作(zuo)室等組(zu)(zu)(zu)織(zhi)開展評(ping)(ping)價(jia)工(gong)作(zuo)。鼓勵備案企(qi)(qi)(qi)業(ye)申請為(wei)(wei)社會培訓(xun)評(ping)(ping)價(jia)組(zu)(zu)(zu)織(zhi),為(wei)(wei)其它中小企(qi)(qi)(qi)業(ye)和(he)社會人(ren)(ren)員提(ti)(ti)供人(ren)(ren)才(cai)(cai)評(ping)(ping)價(jia)服務(wu)。深化(hua)產教(jiao)融合、企(qi)(qi)(qi)校(xiao)合作(zuo),支(zhi)持(chi)企(qi)(qi)(qi)業(ye)為(wei)(wei)院(yuan)(yuan)校(xiao)學(xue)生提(ti)(ti)供人(ren)(ren)才(cai)(cai)評(ping)(ping)價(jia)服務(wu),引導院(yuan)(yuan)校(xiao)科學(xue)合理設(she)置專業(ye)和(he)課(ke)程。
問:如何組(zu)織實施?
答:一(yi)是(shi)加強組織領(ling)導。要(yao)牢(lao)固樹立為企(qi)業服(fu)(fu)務(wu)(wu)的意識,支持企(qi)業開展技能人才評價。健全工作機制,完善工作規程(cheng),指導企(qi)業制定工作方(fang)案(an),優化服(fu)(fu)務(wu)(wu)流(liu)程(cheng),簡(jian)化工作程(cheng)序,采取上門服(fu)(fu)務(wu)(wu)、現場集中辦(ban)理、網上申(shen)報、告知承諾、網絡(luo)核驗等方(fang)式,積(ji)極(ji)做(zuo)好評價備(bei)案(an)服(fu)(fu)務(wu)(wu)工作。加快工作進(jin)度,定期調(diao)度工作進(jin)展情況,及時研究解決工作中出現的新情況新問題(ti)。
二是強化質量督導。按照屬地(di)(di)原則,加(jia)強對本(ben)地(di)(di)區(qu)企(qi)業(ye)技能人(ren)才評價工作(zuo)質量督導,建立(li)評價質量信(xin)用評估機制,動態公(gong)布評估結果(guo)(guo)。建立(li)信(xin)息互通、結果(guo)(guo)互認機制,企(qi)業(ye)所在地(di)(di)人(ren)力資源(yuan)社會保障(zhang)部門要加(jia)強與企(qi)業(ye)子公(gong)司所在地(di)(di)人(ren)力資源(yuan)社會保障(zhang)部門的溝通銜接。
三是做好服務(wu)保障。人(ren)(ren)力(li)資源社(she)(she)會保(bao)(bao)障部(bu)門(men)(men)要(yao)加強信(xin)(xin)息化(hua)建(jian)設,向(xiang)社(she)(she)會提供證書(shu)信(xin)(xin)息查(cha)詢(xun)服務(wu)。企(qi)業(ye)按規定(ding)頒(ban)發的(de)職(zhi)業(ye)技能(neng)等(deng)級(ji)證書(shu),納入(ru)各級(ji)人(ren)(ren)力(li)資源社(she)(she)會保(bao)(bao)障部(bu)門(men)(men)建(jian)設的(de)證書(shu)查(cha)詢(xun)系(xi)統,向(xiang)社(she)(she)會公開。人(ren)(ren)力(li)資源社(she)(she)會保(bao)(bao)障部(bu)門(men)(men)要(yao)將取得職(zhi)業(ye)技能(neng)等(deng)級(ji)證書(shu)的(de)人(ren)(ren)員納入(ru)人(ren)(ren)才統計范圍,并按規定(ding)落實(shi)相應(ying)人(ren)(ren)才政策。大力(li)宣傳企(qi)業(ye)技能(neng)人(ren)(ren)才評價(jia)工作的(de)重要(yao)意義、主要(yao)舉(ju)措和經驗(yan)成效,營造關心、支持技能(neng)人(ren)(ren)才評價(jia)制度(du)改(gai)革和技能(neng)人(ren)(ren)才成長成才的(de)良好社(she)(she)會氛圍。
